A couple of months ago I learnt how to make a mobile for my office, and really enjoyed it. 99 Luftballoons seemed like a great design base another mobile on.
I already had two balls of bright red acrylic yarn in my stash, so I just made a whole bunch of balloons in different sizes from that. There aren't actually 99, it's more like 20 or so. The balloons are all stuffed with a light fiberfill stuffing, and tied with cotton for the strings. Then I cut four battens from a wire coat hanger, and used fishing wire to attach the balloons. To keep everything in the right place I dabbed hot glue on all the knots.
The trickiest bit was getting a photo! My bedroom happens to be the right shade of blue (I hated it when we moved in, but it's actually grown on me!), but there was nowhere for me to hang it. I ended up balancing a broom across my wardrobe doors, and tying the mobile to that.
